Aviation Emissions Trading Monitoring Plans to Be Submitted by 31 August 2009

Preparatory tasks for the EU Emissions Trading Scheme have started thisyear both for the aircraft operators as well as for the competentauthorities.

In order to be able to apply and receive free allowances, all aircraft operators with aircrafts departing from or arriving in the European Community have to present their monitoring plans on annual emissions and tonne kilometres no later than 31 August 2009 to the competent authority of their administering Member State. In Finland this authority is the Finnish Civil Aviation Authority. The emissions and tonne kilometre reporting will be based on these monitoring plans.

The emissions trading scheme will be applied to all flights departing from and arriving at EU airports, unless they are excluded from the scope of the ETS according to Annex I of the Directive.

Additional information on the EU Emissions Trading Scheme is available on the web pages of the Finnish Civil Aviation Authority: http://www.civilaviationauthority.fi/eu_emissions_trading_scheme. The templates for filing the monitoring plans can also be found on this web page.
